It should be possible to create a site and link it to a 3rd party packager, receive stock into this site via an inventory receipt, and allow this stock to be used in 3rd party packaging actions.
At the moment stock items used in 3rd party packaging actions need to be at the site where the batch is brewed, which is correct in lots of situations, but not all.
