Container Deposit Rules For States (AU)

In Australia there is a separate CDS in each state, each with its own managing body. We need to report separately in each state.

Breww currently only allows CDS rules to be applied based on country, customer type and order type.

It would be great if we could add the option to specifiy a state within the country so we can set up multiple schemes as required.
